Fees, Scholarships and Fellowships

1. Fees

The fees for the Internet Governance Capacity Building Programme (IGCBP) 2011 are:

Foundation Phase: €800

Advanced Phase: €500

Policy Research Phase: €500

ICT Strategy Course: €500

The fees include access to the e-learning platform, course materials (online), tuition from tutors and expert advisors, and course and technical support.

Payment must be made before participants are granted access to the classroom.


2. Scholarships

Applicants who require financial assistance may apply for a scholarship by filling in the online application form and checking the appropriate box. Application forms become available whenever there is an open call for applications for a course. 


A number of scholarships for the Internet Governance Capacity Building Programme (IGCBP) 2011 are being offered:

  • Foundation Phase 

A number of full and partial scholarships were awarded to chosen applicants from developing countries (non-members of OECD) who were eligible to apply for scholarship support.


  • Advanced Phase

Applicants from non-ACP developing countries (non-member of OECD) are eligible to apply for a scholarship. Diplo is offering a limited number of full and partial scholarships. Preference will be given to IGCBP11 Foundation Phase participants and IGCBP alumni.


  • Policy Research Phase

Scholarships will be announced in due course.


  • ICT Strategy course

The ICT Strategy course is part of a two-year Capacity Development Programme for Africa, Caribbean and Pacific (ACP) countries under the @CP-ICT Programme financed from the 9th European Development Fund (EDF). Course fees for eligible ACP participants will be covered by the @CP-ICT Programme Budget. Seventy-five applicants from ACP countries who are accepted for the course will receive full scholarships.
